淄礦集團唐口煤業:“一表四單”招招實

下半年以(yi)來,唐(tang)口煤業公司創新督察督辦方式,采取“一表四單(dan)(dan)”的督察方式使得重(zhong)點(dian)工(gong)(gong)作推進(jin)迅(xun)速,綜(zong)合成(cheng)績排(pai)在(zai)淄礦集團首位。其(qi)中(zhong)一表即:重(zhong)點(dian)工(gong)(gong)作分工(gong)(gong)落(luo)實表;四單(dan)(dan)即:立(li)項單(dan)(dan)、督辦單(dan)(dan)、變更單(dan)(dan)、辦結單(dan)(dan)。

“分工表”發起“動員令”。三季(ji)度(du)集團(tuan)公(gong)司下發重(zhong)(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)優化清單(dan)表以來,該公(gong)司根(gen)據上級清單(dan)表實際內(nei)(nei)容,迅速細化分(fen)(fen)(fen)解(jie)出(chu)15個方面37項(xiang)(xiang)84分(fen)(fen)(fen)項(xiang)(xiang)重(zhong)(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)任(ren)(ren)務,并對各項(xiang)(xiang)重(zhong)(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)任(ren)(ren)務進一步明確責任(ren)(ren)部門(men)、完成時限(xian)、工(gong)(gong)作(zuo)措(cuo)(cuo)施,保障各項(xiang)(xiang)工(gong)(gong)作(zuo)順利開(kai)展(zhan)。對84個分(fen)(fen)(fen)項(xiang)(xiang)工(gong)(gong)作(zuo)分(fen)(fen)(fen)別要求承辦部門(men)全數認領,并對照具體(ti)內(nei)(nei)容制定工(gong)(gong)作(zuo)舉措(cuo)(cuo),每(mei)月開(kai)展(zhan)自(zi)我評價。對于多(duo)部門(men)聯合(he)承辦項(xiang)(xiang)目,由牽頭(tou)部門(men)每(mei)周負責對各部門(men)進行調度(du),月度(du)報督察辦公(gong)室進行考核,有效(xiao)保障了(le)重(zhong)(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)推(tui)進力度(du)。

“立項單”吹響“集結號”。該公司根據分解出的84項分項重(zhong)點(dian)工作,要求各承(cheng)(cheng)辦部(bu)門自主認領(ling),并(bing)將重(zhong)點(dian)工作立項表發放到各部(bu)門手中,讓其(qi)自行(xing)填寫立項,達(da)到了(le)系統(tong)化管理(li)的目(mu)(mu)的。立項單中明(ming)確了(le)項目(mu)(mu)完(wan)成時(shi)限、工作舉措(cuo)和(he)承(cheng)(cheng)辦事項等詳細內容,督察辦公室只需(xu)要對(dui)號入座,就可以達(da)到精準督察,避免了(le)“大而化之”現(xian)象(xiang)發生。

“督辦單”奏響“主旋律”。對于(yu)推進(jin)(jin)緩(huan)慢的(de)重(zhong)點工作,該(gai)公司督(du)察辦公室及(ji)時對承辦單(dan)位發(fa)出督(du)辦單(dan),對責任(ren)單(dan)位落實情況(kuang)進(jin)(jin)行跟蹤,加(jia)強督(du)促催辦,限時辦結。對情況(kuang)復(fu)雜、矛盾突出的(de)重(zhong)大事項,除下(xia)發(fa)督(du)察提(ti)示單(dan)外,并(bing)通過組織有關人(ren)員深(shen)入現場進(jin)(jin)行督(du)察協調。

“變更單”拉響“主基調”。該公司要求各部門對推(tui)進異(yi)常的工作(zuo)要及時聯系督(du)察(cha)辦(ban)公室(shi),辦(ban)理(li)相應督(du)察(cha)工作(zuo)變更審批手續。督(du)察(cha)辦(ban)公室(shi)將定期對督(du)察(cha)事項(xiang)進行調度(du),對推(tui)進異(yi)常的工作(zuo)實(shi)時預警(jing)監督(du)提(ti)醒,系統(tong)分(fen)析問(wen)題原因,定期通(tong)報,考核問(wen)責。

“辦結單”唱響“最強音”。該公(gong)司要(yao)求重要(yao)督察(cha)(cha)事項完成后,由承辦(ban)部(bu)門提交督察(cha)(cha)辦(ban)結(jie)銷(xiao)號(hao)單(dan),由牽頭(tou)部(bu)門、分(fen)管領導審批,督察(cha)(cha)辦(ban)公(gong)室(shi)負責對辦(ban)理情況進(jin)行復核,辦(ban)結(jie)銷(xiao)號(hao)。銷(xiao)號(hao)單(dan)需經部(bu)門負責人、分(fen)管領導分(fen)別(bie)審核確認后,報送督察(cha)(cha)辦(ban)公(gong)室(shi)。(唐口煤(mei)業督察(cha)(cha)辦(ban))
