兗州煤業物資供應中心:抓實督察工作 促落實提質量

面(mian)對(dui)新起(qi)點(dian)、新征程(cheng)、新任務,兗(yan)州煤業物資(zi)供應中(zhong)心認真(zhen)貫徹落(luo)實能源集團、兗(yan)州煤業督察(cha)辦公室工(gong)作(zuo)(zuo)(zuo)指示要求,堅持把督察(cha)督辦工(gong)作(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)為促執行、保落(luo)實、轉(zhuan)作(zuo)(zuo)(zuo)風、提效率的重(zhong)要舉措,進一步(bu)提升(sheng)工(gong)作(zuo)(zuo)(zuo)境界(jie),完善工(gong)作(zuo)(zuo)(zuo)機制,強化考(kao)核問(wen)責,使督察(cha)督辦工(gong)作(zuo)(zuo)(zuo)在推動公司重(zhong)點(dian)工(gong)作(zuo)(zuo)(zuo)落(luo)實和中(zhong)心高質量(liang)發展大局中(zhong)發揮更(geng)大作(zuo)(zuo)(zuo)用。

提高站位,提升境界識督察。思想是(shi)行(xing)(xing)動的(de)(de)(de)先導(dao),認(ren)識(shi)是(shi)行(xing)(xing)動的(de)(de)(de)動力。今年以來,兗州(zhou)煤(mei)業物資供應(ying)中(zhong)心多次召(zhao)開由主(zhu)要(yao)領導(dao)主(zhu)持的(de)(de)(de)督(du)(du)(du)察(cha)工(gong)作(zuo)會(hui)議,深(shen)入學(xue)習領會(hui)習近平總書記關于督(du)(du)(du)察(cha)工(gong)作(zuo)的(de)(de)(de)重要(yao)講話論述(shu)、能源(yuan)集團主(zhu)要(yao)領導(dao)的(de)(de)(de)重要(yao)講話精(jing)神以及山東能源(yuan)服務型(xing)機關和(he)(he)督(du)(du)(du)察(cha)工(gong)作(zuo)會(hui)議精(jing)神,切實(shi)增強(qiang)“一(yi)分(fen)部(bu)署、九分(fen)落(luo)實(shi)”意識(shi)和(he)(he)“沒(mei)有(you)督(du)(du)(du)察(cha)就(jiu)(jiu)沒(mei)有(you)落(luo)實(shi)、沒(mei)有(you)督(du)(du)(du)察(cha)就(jiu)(jiu)沒(mei)有(you)深(shen)化(hua)”“沒(mei)有(you)執行(xing)(xing),管(guan)理就(jiu)(jiu)是(shi)零;沒(mei)有(you)落(luo)實(shi)、一(yi)切都是(shi)空談”的(de)(de)(de)認(ren)識(shi),把督(du)(du)(du)察(cha)督(du)(du)(du)辦作(zuo)為促(cu)執行(xing)(xing)、保落(luo)實(shi)、轉作(zuo)風、提質量(liang)的(de)(de)(de)重要(yao)手段和(he)(he)舉措,寫入年度(du)經濟工(gong)作(zuo)指導(dao)意見和(he)(he)中(zhong)心領導(dao)工(gong)作(zuo)講話之中(zhong),并(bing)且中(zhong)心主(zhu)要(yao)領導(dao)經常在(zai)日常會(hui)議上(shang)強(qiang)調督(du)(du)(du)察(cha)工(gong)作(zuo),態度(du)鮮明的(de)(de)(de)為督(du)(du)(du)察(cha)部(bu)門撐腰鼓勁,確(que)保了“督(du)(du)(du)”有(you)權(quan)威。

分級負責,緊密聯動聚力量。根據(ju)中心督(du)察辦(ban)(ban)(ban)公室(shi)人(ren)員相對不足的(de)(de)情(qing)(qing)(qing)況(kuang),著力發揮職(zhi)能(neng)(neng)科(ke)室(shi)牽(qian)(qian)頭(tou)落(luo)實(shi)、分(fen)頭(tou)督(du)辦(ban)(ban)(ban)的(de)(de)職(zhi)能(neng)(neng)和(he)作(zuo)(zuo)用,明確中心督(du)察辦(ban)(ban)(ban)公室(shi)牽(qian)(qian)頭(tou)抓總、職(zhi)能(neng)(neng)科(ke)室(shi)具體督(du)辦(ban)(ban)(ban)落(luo)實(shi)的(de)(de)分(fen)級負責(ze)、逐級督(du)辦(ban)(ban)(ban)機制,以(yi)增強督(du)察督(du)辦(ban)(ban)(ban)工(gong)作(zuo)(zuo)的(de)(de)協同性和(he)實(shi)效性。今年以(yi)來,圍繞(rao)下現場(chang)服務(wu)、應收和(he)未付賬(zhang)款(kuan)清理(li)、儲備(bei)品種優化、“三條(tiao)生命線”物資(zi)組(zu)織(zhi)等(deng)重(zhong)點工(gong)作(zuo)(zuo),牽(qian)(qian)頭(tou)職(zhi)能(neng)(neng)科(ke)室(shi)動態跟蹤、督(du)導相關責(ze)任單位推(tui)進落(luo)實(shi)情(qing)(qing)(qing)況(kuang),督(du)察辦(ban)(ban)(ban)公室(shi)每(mei)周(zhou)(zhou)調度牽(qian)(qian)頭(tou)科(ke)室(shi)工(gong)作(zuo)(zuo)進展(zhan)情(qing)(qing)(qing)況(kuang),形成《每(mei)周(zhou)(zhou)督(du)察督(du)辦(ban)(ban)(ban)事項完(wan)成情(qing)(qing)(qing)況(kuang)報送表》報中心領導審閱,使中心領導實(shi)時掌握工(gong)作(zuo)(zuo)進展(zhan)情(qing)(qing)(qing)況(kuang),在每(mei)周(zhou)(zhou)調度會上更加精準的(de)(de)進行(xing)工(gong)作(zuo)(zuo)部署與(yu)安排(pai),解(jie)決了中心安排(pai)工(gong)作(zuo)(zuo)“前(qian)重(zhong)后輕”“石沉大海”“有(you)音無(wu)實(shi)”等(deng)情(qing)(qing)(qing)況(kuang),有(you)力促進了工(gong)作(zuo)(zuo)的(de)(de)執行(xing)與(yu)落(luo)實(shi)。

健全機制,督考并重提質量。按(an)照能源(yuan)集團《督(du)促檢查(cha)實(shi)(shi)施(shi)辦(ban)(ban)法》、兗(yan)州煤業《督(du)察工(gong)(gong)作(zuo)(zuo)實(shi)(shi)施(shi)辦(ban)(ban)法》,重(zhong)新修訂(ding)物供中心《督(du)察督(du)辦(ban)(ban)工(gong)(gong)作(zuo)(zuo)實(shi)(shi)施(shi)細(xi)則》,細(xi)化任務分(fen)工(gong)(gong)、明確職責(ze)關系,完善工(gong)(gong)作(zuo)(zuo)機制,細(xi)化量化考(kao)核(he)標準和追究(jiu)問責(ze)項(xiang)目,把督(du)察工(gong)(gong)作(zuo)(zuo)過程(cheng)(cheng)(cheng)作(zuo)(zuo)為動態(tai)考(kao)核(he)的工(gong)(gong)程(cheng)(cheng)(cheng),根據(ju)(ju)工(gong)(gong)作(zuo)(zuo)重(zhong)要程(cheng)(cheng)(cheng)度、材料報(bao)送效(xiao)率、工(gong)(gong)作(zuo)(zuo)完成質量等(deng)合理設置(zhi)扣(kou)分(fen)分(fen)值,重(zhong)點加大對(dui)認領、承擔(dan)兩(liang)級公司重(zhong)點工(gong)(gong)作(zuo)(zuo)項(xiang)目的扣(kou)罰問責(ze)力(li)度,實(shi)(shi)行季度考(kao)核(he)兌現,督(du)察考(kao)核(he)結(jie)果與(yu)科室(單位(wei))季度績效(xiao)工(gong)(gong)資(zi)10%掛鉤,做到“查(cha)”有手段(duan)、“考(kao)”有依據(ju)(ju)。

突出重點,嚴控過程求實效。對(dui)(dui)于公(gong)司下達(da)的重(zhong)點(dian)工(gong)(gong)(gong)作(zuo)事項,從工(gong)(gong)(gong)作(zuo)認領、任務分解、進度(du)(du)報(bao)送到辦結銷號,始(shi)終由主要(yao)領導親(qin)自安排部署(shu)、親(qin)自審閱把關,避免了(le)落實過(guo)程中出(chu)現上緊下送、敷衍應付等情況(kuang)。著力加強過(guo)程管控(kong),按(an)照工(gong)(gong)(gong)作(zuo)完(wan)成時(shi)限(xian),分別采(cai)取(qu)日調(diao)度(du)(du)、周調(diao)度(du)(du)、月調(diao)度(du)(du)以及(ji)書面調(diao)度(du)(du)、電話調(diao)度(du)(du)等不(bu)同方(fang)式(shi),對(dui)(dui)于推進緩慢的及(ji)時(shi)予以督(du)(du)(du)促、提醒,確(que)保各項工(gong)(gong)(gong)作(zuo)按(an)照時(shi)間節點(dian)有序完(wan)成。要(yao)求各級督(du)(du)(du)察(cha)(cha)部門(men)要(yao)對(dui)(dui)照能(neng)源集團督(du)(du)(du)察(cha)(cha)辦公(gong)室下發(fa)的通報(bao),以指出(chu)問(wen)題和工(gong)(gong)(gong)作(zuo)要(yao)求為導向,該對(dui)(dui)標(biao)自檢、舉一反三(san),并(bing)積極學習借鑒兄弟單位督(du)(du)(du)察(cha)(cha)督(du)(du)(du)辦工(gong)(gong)(gong)作(zuo)經驗(yan),不(bu)斷提高自身督(du)(du)(du)察(cha)(cha)督(du)(du)(du)辦工(gong)(gong)(gong)作(zuo)質量,努力發(fa)揮(hui)督(du)(du)(du)察(cha)(cha)督(du)(du)(du)辦工(gong)(gong)(gong)作(zuo)更(geng)大(da)作(zuo)用。(兗州煤業物資供應中心督(du)(du)(du)察(cha)(cha)辦)
